Since March 17, the Government’s mission headed by Thai Phung Ne, Prime Minister’s envoy, began the tour of power  plant sites to examine the implementation of the projects, which are planned to be put into operation in 2008-2010, in the north, central region and the south.

Most of the 37 projects have been found as going slowly in implementation. Only three out of 11 projects in the south (O Mon 1, Buon Kuop and Srepok 4) can meet the requirements in rate of progress, while other 8 projects have been 3-6 months slow in implementation compared to the previously set progress. Especially, the Dong Nai 3 hydropower plant invested by the Electric company of Vietnam, has been more than one year behind in implementation.

The power  projects slated to be kicked off in 2008 in the area have also been slow like Vinh Tan II and Duyen Hai II. The two plants will be able to generate electricity in 2012 or 2013, one year later than the demanded time.

The 26 power  projects in the north and the central region are also facing the same situation. Only Son Dong Thermopower Plant and Sesan 4 Hydrpower Plant can meet the requirements in rate of progress, while other projects, according to the Government’s mission, have been 3-6 months slow.

The preparatory works  for the projects which are expected to kick off in 2008 are also going very slowly.

Many reasons have been cited to explain the tardiness of the power  plant projects, including the tardiness in approving investment plans and designs and the lack of project executives.

The Government’s officials have also found out that the capability of contractors still cannot meet the demand. As contractors execute many projects at the same time, their financial and execution capabilities have been limited.

A lot of problems have been seen with the site clearance. Many households did not accept the compensation levels for site clearance as they thought that the levels were too low. This was the biggest reason that made the construction of the Mong Duong 1, Ban Chat, Huoi Quang, and Song  Tranh 1 delayed.

Under the master plan on developing national power  plants in 2006-2015 (master plan 6), in order to satisfy the socio-economic development (with the GDP growth rate of 8.5-9% in 2006-2010), the power  demand is expected to increase by 17% per annum in the low scenario and 20% per annum in the high scenario.

As such, Vietnam  will have to build 95 more power  plants in 10 years, which have the total capacity of 49,044 MW. Of this amount, EVN will invest in 44 power  plants with the total capacity of 24,045 MW.

Under the plan, Vietnam  has to have 2,096 MW more in 2007, 3,721 MW in 2008, 3,393 MW in 2009, and 4,960 MW in 2010, 5,401 MW in 2011, 6,554 MW in 2012, 7,309 MW in 2013, 7,177 MW in 2014 and 7,722 MW in 2012.
