A ceremony to celebrate the 35 th anniversary of the Vietnam-Japan diplomatic ties (Sept. 21) was jointly held in Hanoi on Sept. 12 by the Foreign Ministry, the Vietnam Union of Friendship Organisations and the Vietnam-Japan Friendship Association.

US Deputy Secretary of State John D. Negroponte said Thursday his country was willing to help Vietnam fulfill its target of training 10,000 doctoral candidates by 2020.
